High Emitter PM Study

Scope and Objective
The objective of this project is to conduct a
field study of in-use LD gasoline vehicles to determine the distribution of PM
emissions from a representative fleet. A specially prepared demographic analysis
will be conducted to help ensure a representative sample of the fleet is
evaluated to carefully determine the fraction of high-emitting vehicles. Kansas
City has been selected as the test site.
Current Status and Future Program
EPA/OAQPS in Ann Arbor
approached CRC to cooperatively work with them on this project. The goal was to
more fully characterize the distribution of PM exhaust emissions from LD
gasoline vehicles. The project consisted of measuring PM in exhaust emissions
of 480 randomly selected LD vehicles in the Kansas City Metropolitan Area.
A sampling plan was
developed that allowed for the determination of the distribution of PM emissions
in the sampled fleet as well as the identification of the percent of high
emitters and their emission levels. Data obtained from this project will be used
to evaluate and update existing and future mobile source emission models,
evaluate existing emission inventories and recent source apportionment studies
comparing the contribution of gasoline and diesel combustion to ambient PM
concentrations, and assess the representativeness of previous PM emissions
studies.
Project E-69 built on the
results obtained in previous CRC work including E-24, E-46, and E-54 where LD
vehicle PM emissions levels were measured and characterized under a variety of
operating conditions and locations.
EPA coordinated the development of an extensive
statement of work with the project sponsors and managed the solicitation
process. A contract was awarded to the Eastern Research Group (ERG) in March
2004. CRC supported the study through a Cooperative Research and Development
Agreement (CRADA) with EPA. The pilot phase began in May 2004 followed
immediately by a summer study of 240 vehicles. A project review meeting
covering results from the Round 1 summer study was held at EPA in November,
2004. A winter study experimental program (240 additional vehicles) was
completed in March 2005. CRC participated in biweekly conference calls
throughout much of the project.
EPA is working
with CRC and other project sponsors to review the dataset collected in the
winter program in connection with preparing the Final Report. A project review
meeting covering the initial results from Round 2 was held ion August, 2005. A
draft Final Report was reviewed by the CRC Real World Group in February 2006. A
revised draft Final Report is in review by the Real World Group and Emissions
Committee.
