EVALUATIONS OF THE MOVES MOBILE EMISSION FACTOR MODEL

Scope and Objective

The objective of this project is to conduct an assessment of the new MOVES emission factor model; the assessment will be applied to the general model outline and greenhouse gas (GHG) portion of the model.

Current Status and Future Program

A project plan was established within the committee to conduct a review of the emerging EPA MOVES model.  EPA worked cooperatively with CRC to conduct an independent review of MOVES. The committee elected to conduct a separate evaluation study in cooperation with EPA.  Proposals reviewed by CRC resulted in the selection of ENVIRON for this study.  This study is comprised of three tasks:

  • Task 1:  General Review and Overall Assessment of the MOVES Design
  • Task 2:  Specific Issues Related to MOVES-GHG
  • Task 3:  Review of PEMS Method and Design

ENVIRON completed reports on Tasks 1, 2, and 3.  The integrated Final Report, “Analysis of EPA’s Draft Plan for Emissions Modeling in MOVES and MOVES GHG,” was published in May 2004 and is on the CRC website.

A follow-on project, E-68a, is planned for when the new MOVES Model is available for study. In preparation for this, a meeting was held at the 16th On-Road Vehicle Emissions Workshop between CRC Committee members and EPA staff to discuss the status of the MOVES model and plans for an evaluation. A special set of meetings was held in August 2006 and again in 2007 in Ann Arbor, Michigan, organized by the EPA. The meetings preceded a new FACA MOVES Workgroup led by EPA. CRC staff or Committee members are attending the meetings on an ongoing basis. Pending availability of a new version of the model, this project is planned for a start in late 2008.
